Whatever it is that makes up his face, I really like that.
The blue markings on his eyes and mouth are a type of permanent body makeup worn by his species applied on to them by their creators, the sheet artisans.
The permanent makeup on the their face or possibly other parts of their bodies vary differently in design depending on which sheet artisan group who made them, and for which organization their assigned to.
However, the permanent makeup round their eyes would be the only "industry standard" applied to his species as a whole. With some varying exceptions.
